Starburst

First start off my creating a new canvas to work with. Im going to use a
4×4 inch canvas for mine. Fill your background layer with a light blue
(see Figure 1A).

Now we are going to apply some clouds. Filter>render>clouds
(your image should look like figure 2A)

In this step we apply the pinch effect filter>distort>pinch with the settings
In Figure 3A. do this about 4 to 5 times. Now your image should look like
Figure 3B.

Here we are going to add some lighting effects filter>render>lighting effects
to make our star “glow” Alittle. See Figure 4A for the settings I used.
(your image should now look like Figure 4B)

In this step we are going to make the center of our star “pop-out” alittle
By making a selection aound the center using the elliptical marquee tool.
(Figure 5A shows where I made my selection.) now feather you selection
select>feather (or ctrl+alt+d) with an amount of around 10 or so.
Now goto filter>distort>pinch and use the settings in Figure 5B.
that’s it. Your staburst is completed and should look somewhat like Figure 5C
