Rain Effects

Step 1. Open image, duplicate the layer.

Step 2. We work in layer 1, Click Filter > Render > Clouds. Change the opacity to 63.

Step 3. Filter > Noise > Add noise. Change the properties to this:

Step 4. Filter > Blur > Motion Blur. Change the properties to this:

Step 5. Change the blending mode to Screen

The result will be like this:
