Step 1. Open your picture, File > Open.
Step 2. Duplicate the background, Right Click > Duplicate Layer. You will work in Background Copy.
Step 3. We will use filter in Background Copy. Filter > Artistic > Dry Brush. Put the parameter like this:
Brush Size: 1
Brush Detail: 6
Texture: 2
Step 4. Duplicate the Background Copy, Right Click > Duplicate Layer. Now, you will work in Background Copy 2.
Step 5. Filter > Texture > Texturize, select Texture:Canvas and put this parameter:
Scaling: 105%
Relief: 3
Done!! The result will be like this.
