Step 1. Open new picture, set to 40 x 40 pixels. Take pencil tool, set diameter to 1 px.
Step 2. Start to draw
Step 3. Draw the same as seen in picture
Step 4. Take selection tool, select it and copy
Step 5. Paste it
Step 6. Move it (right click and click free transform )
It will be like this.
Step 7. Merge down the layer
Step 8. Change the color from darker to lighter
Step 9. Duplicate the layer, select one object and move it away.
Step 10. Duplicate the layer, select one object and move it away.
Step 11. Click windows >> animation, make frames from layer. Click File >> Save for Web
