Create new document, with 600 x 600 pixels with background content: white

Press ‘D’ to reset Color Palette to black and white

Filter >> Render >> Clouds

Using Type Tool, create anything text until cover the background.

Duplicate layer text, right click >> Duplicate Layer

Merge layer text with background.

Click ‘Eyes’ icon in text layer, to hide it. We will work in layer background.

Go to Filter >> Render >> Lighting Effects, set the parameters to this:

Press Ctrl + F to get result like this picture:

Activate the text layer copy, change blending mode to Overlay, set the opacity to 50%.

The result will be like this:
